征收货币交易费用于健康事业全球运动宣言
我们签署人宣布：
·我们致力于为实现与健康有关的千年发展目标（MDG）——即在2015年前降低儿童死亡率、改善产妇保健和与主要疾病作斗争（千年发展目标第4、5、6条）——筹集足够的资金。
·我们承认，无论是已经分配的还是承诺中的官方发展援助（ODA）资金和国内资金都不足以实现这些目标，这种情况由于全球金融危机而更加恶化，这对世界上最贫穷的国家有着严重的影响。
·我们呼吁捐赠国履行其将国家预算的0.7%用于官方发展援助的承诺，我们同样呼吁非洲国家遵守《阿布贾宣言》（Abuja Declaration）中的诺言，将国家预算的至少15%用于健康事业。

货币交易征费（CTL）每年能够可持续、可预测和源源不断地从外汇市场获得至少300亿美元的收入，外汇市场至今尚未被征费或征税。
·货币交易征费在技术上很容易实施：外汇市场完全是电子化的，税收可以自动进行，无可逃避。
·提议的0.005%的低税率对外汇市场不会有不良影响，同时可以产生大量的收入。
·货币交易征费只应用于批发外汇市场，不影响零售市场，对移民汇款也没有影响。
·货币交易征费的收益应该用于与健康有关的千年发展目标，尤其是关于妇幼保健的第4和第5条，二者严重资金不足，以及普及HIV、结核病和疟疾的预防、治疗、护理和支持。国际社会目前有到位的机制来分配资金和迅速扩大干预措施（例如通过全球疫苗免疫联盟（GAVI Alliance）、全球抗击艾滋病、结核病和疟疾基金及国际药品采购机制（UNITAID））。
因此我们强烈敦促决策者尽早采取所有必要的措施，对其货币引进货币交易征费，将收入用于实现与健康有关的千年发展目标，重要的是确保用货币交易征费收益补充而不是代替现有的援助承诺。
