Chinese and U.S. NGOs Sign Agreement for Long-Term Cooperative Action
Cancun, MX (12-09-10) – Emphasizing the need for greater cooperation between China and the U.S. on reaching a long term climate deal, civil society organizations from both countries agreed on Thursday at the UN negotiations in Cancun to establish long-term exchanges and knowledge-sharing between the two countries toward collective climate solutions.
坎昆，墨西哥（2010年12月9日） 为了强调中美之间更加深入合作的需求，在星期四，来自两国的公民社会组织会集坎昆联合国气候变化谈判，决定在两国之间建立信息交流和知识共享机制以推动气候变化的集体解决方案。
The agreement on long-term cooperative action also calls for all countries to acknowledge the roles of civil society in securing a fair, ambitious, and binding climate deal.
这份长期合作行动的协议同时呼吁所有国家认可公民社会在推进一份公平，进取，有法律约束力的气候协议中的重要角色。
“Being the world’s largest emitters, our countries are key to solving the global climate crisis.” said Li Bo, Executive Director of Friends of Nature, one of the letter’s signatories. “As Americans and Chinese NGOs, we believe our LCA can demonstrate to the world a model for mutual understanding and collaboration.”
“作为世界上最大的两个排放国，这两个国家是解决全球气候危机的关键”，签署机构之一，自然之友的总干事李波这样说道，“作为两国的NGO，我们之间的LCA可以向世界展示相互理解与协作的典范。”
According to the authors of the agreement, U.S. and Chinese NGOs have gathered informally to share tactics and strategies previously, but have not had a stable, institutional arrangement and concrete set of objectives to leverage their collective strengths.
据协议的起草者说，美国和中国的NGO进行了非正式的会面。在会面中，双方分享了各自开展的行动的方法和方针，但是对于提升他们的整体实力，目前还没有稳定的制度化的安排和具体的目标。
“With the establishment of a symbolic fast-start fund begin with US$30, we are initiating a long-term effort of capacity building,” said Barbara Finamore, China Director at the Natural Resources Defense Council.
“有了这三十美元象征性的快速启动资金，我们将启动一项长期的能力建设行动”，美国自然资源保护委员会中国项目主任芭芭拉，费雯丽这样说。
A strategy for long-term financing will be discussed over the coming year and announced at the negotiations next December in South Africa.
