国际奥林匹克运动会总部 （以及 特奥会总部）
尊敬的主席先生：
你们好！我是中国一个服务智障的民间机构负责人，在2007年10月4-11日，我们自发自费组织了100名智障学员、员工、家长和志愿者高高兴兴地去上海充当特奥会比赛的啦啦队，一直很顺利也很高兴，但却在11日下午5时到晚上23时被几十名警察和100多名不明真相的特奥志愿者包围在宾馆里完全失去自由，场面既悲壮又恐慌，半夜时分虽然大部分警察撤退了，但我们的行动还是受限制，第二天傍晚我们是被警察“送”上火车离开上海的。从警察包围我们到警察送我们上火车，历经整整24个小时。
原因很简单，警察认为“民间自发”就等于“危险和破坏”（我们拍了很多现场照片，现仅提供其中的几张）。
事发后，我以中国人特有的思维去考虑中共十七大代表大会要召开，就选择了暂时的沉默。
中共十七大的报告对我是很大的鼓舞，我对是否继续选择沉默产生了激烈的思想斗争。
今天我向国际奥林匹克运动总部写这封信，动力正是出于中共党说扩大人民民主的承诺。

奥运总部教给上海和北京很多很多建设奥运硬件的方式方法，却恰恰疏忽了教予 “以人为本”这个最普通最起码最关键词应该怎样运用。中国上海第一次承办特奥会，中国北京第一次承办奥运会和残奥会，因为社会制度不够开放，对理解和实行“参与式”肯定有困难，中国政府太习惯“由上至下”，不懂或者不愿意“由下而上”，只要我们民间一有“自发”就遭遇被警察包围恐吓的一幕。
你们知道吗，因为“要排练表演和要装修接待”，上海部分严重智障的孩子在奥运前两三个月就被通知不能回公办的服务机构--在特殊奥运的名义下，特殊的孩子失去了两三个月的服务。
你们知道吗，一些民办的残疾人服务机构成立十几年了却得不到政府批准登记，我们不知道什么理由，所以无从解决这个至关生存的困难。
你们知道吗，有一个忽而是官办忽而是民办且遍布从中央到地方社区每个层面的 “中国残疾人联合会”，打压一些不被他们看中的民间组织，长期垄断社会资源资金，占据高楼大厦挂残疾人招牌却挪作别用，而民间服务组织或要远离社区或要高价租场地。残联等官办机构连募捐渠道机会也垄断。
….
以上种种情况，大家都不难直指其深层根源。但我无奈“曲线救国”，通过批评奥运会总部，从而促使奥运会总部做出示范：因着特奥和残奥运动所秉承的宗旨，你们必须教“人本建设”给中国政府而不要太表面化啦！
我想写很多，还是以“尽在不言中”作为结束吧。
最希望的是北京的残奥会不要再发生上海特奥会警察包围残疾人的一幕！

Dear Mr. President
I am a Chinese ID of a civil service head. During October, 4th-11th, 2007, we spontaneously organized at their own expense 100 mentally retarded students, staff, parents and volunteers happily went to Shanghai to act as Special Olympics Competition Cheerleading. Everything went on well, and we sincerely were proud that Shanghai Special Olympics have been successful, and meanwhile the thanks for the Government and the people of Shanghai!
But in the afternoon on the 11th, when we were ready to get to the Closing
Ceremony, dozens of police and more than 100 Special Olympics volunteers who did not know the truth surrounding us. From 5:00 pm to 23:00 we were completely deprived of freedom. How tragic and panic the occasion was!
Although the middle of the night the police moved away, our actions were still restricted. The second day evening we were "sending" by police on the train and left Shanghai. We suffered from surrounding and "sending" by exactly 24 hours.
Actually, reason may be very simple, the police believed that "civil spontaneous" means "dangerous and destabilizing". (We shoot a lot of photos at the scene, and now give you some of them)
After the incident, I were thinking of the Chinese people to consider the 17th CPC(Chinese People"s Congress) will be hold, so we chose to keep silence. The reports of the 17th CPC to me is a great boost, I continued to have a choice of silence in a fierce ideological struggle.
Today I would like to write the letter to the Headquarters of the International Olympic Committee, which is based on the promise that Chinese Communist Party will expand the people"s Democracy.
Today, I write the letter to the Headquarters of the International Olympic Committee, instead of criticizing the Shanghai police, but criticizing YOU, the Headquarters of the International Olympic Committee!
The Olympic headquarters asked and taught Shanghai and Beijing how to build Olympic hardware in many ways, but precisely neglected the "people-oriented" Ideas which the most common keywords should be at least how to use.
Shanghai is for the first time to undertake the Special Olympics, and Beijing is for the first time to undertake Olympic Games too. Because the social system is not open enough to understand the "participation" that certainly difficult to implement. The Chinese government have habits to carry out the "from top to down", but they couldn’t understand or unwilling to carry out "from bottom to up". As long as we have a civil "spontaneous" we must suffer intimidation by the police surrounded.
Do you know that, because "to rehearsals and performances to receive the decoration", the Shanghai part of the serious mentally retarded children in two or three months before the Olympics to be notified can not come back to the service - in the name of Special Olympics, special Children lost two or three months of service, and spend a difficult time.
Do you know that, some of the people with private service providers to set up more than 10 years but lack of government approval of the registration， We do not know the reasons, but it can not be resolved this to the difficulties of survival.
Do you know that, there is a federation named "the China Disabled Persons Federation", which is government-run sometime and become private sometime. The federation comes across from the central to local communities each level. They often suppress other non-governmental organizations which they were not satisfied. They long-term monopoly of social resources funds, and occupy buildings Building link people with signs but not with diversion. But civil service organizations must stay away from the community or expensive to rent space. CDPF and other government-run institutions with fund-raising channels opportunities are monopolized.
These circumstances, we all can easily direct at the underlying causes. But I’m helpless just to use “Rescue the country with another way ". Criticizing the Headquarters of the International Olympic Committee, while encouraging to set a Model. Because the spirit which the Olympics hold on. I think you must teach “people-oriented” and should not be too superficial.

My greatest hope is that the Beijing Olympics will never happen again the same as what we suffered ?C the Shanghai Special Olympics police surrounded disabled!
