我们从与艾滋病毒应对的经验中学习到，诸如实名制检测这样的制度和政策并不能保护人们的权利和隐私，也无法对帮助感染者获得治疗。实名制检测将会加重艾滋病相关的污名和歧视，导致人们为了保护自己的身份和隐私而拒绝检测。
我们呼吁政府能够通过领导力来确保艾滋病感染者的权利。我们支持本地区艾滋病感染者网络的立场， 强烈呼吁中国禁止任何歧视和损害艾滋病感染者及其家人、朋友的政策。 我们诚恳地希望能够尽早获得您的回应。

Urgent Call to Reject “Real-Name” HIV Testing in China
Dear Mr. Yang,
I write on behalf of the Asia Pacific Network of People Living HIV/AIDS (APN+). APN+ is a collective voice for PLHIV in the region to advocate for better access to treatment and care and to support regional responses to widespread stigma and discrimination experienced by PLHIV. Today we write on behalf of PLHIV networks in the region to express grave concerns about proposals to institute real-name HIV testing in China.
We are advised by colleagues and networks in China that a real name HIV testing policy has been drafted and is currently being legislated by ministries in Guangxi Zhuang region. We are extremely concerned about the impacts of such legislation and the fundamentally negative consequences this will have on people in China, not only people living with HIV, people at risk of HIV but their families and friends, and the increased discrimination and stigma they will experience.
What we have learnt from our fight against HIV is that policies such as this do not protect people’s rights and confidentiality, and do nothing to support people to gain access to treatment. Real-name testing for HIV will expand stigma and discrimination associated with HIV, and further discourage people from taking HIV tests in order to protect their identity and privacy.
We call on your leadership to ensure the rights of people living with HIV are protected. We write in solidarity with networks of PLHIV across the region. We strongly urge you to reject policies that disadvantage and discriminate against PLHIV, and their friends and families. We kindly seek a response to our concerns at your earliest convenience.
