2021年2月6日,苏州汉德医院投资管理股份有限公司与苏州兴财通用网络科技有限公司就新一代、智能化医疗卫生软件开发项目签订“合作协议”。双方将基于疾病控制论理论模型合作开发医保管理系统、药品不良反应监测系统、新生儿监控系统、医疗大数据搜索、临床医疗专科软件、传染病智能管理系统等医卫软件。
On February 6, 2021, Suzhou Handy Medical Investment & Management PLC and Suzhou XingCai Universal Network Technology Co., Ltd. signed a "cooperation agreement" on the development project of new generation and intelligent medical and health software. Based on the theoretical model of Disease Cybernetics, the two sides will jointly develop medical insurance management system, adverse drug reaction monitoring system, neonatal monitoring system, medical big data search, clinical medical specialty software, infectious disease intelligent management system and other medical and health software.

Before signing the contract, Dr. Lu Zhifang, chairman of Handy Medical, made a report entitled "development concept of a new generation of medical insurance management system based on Disease Cybernetics". Combined with the development of a new generation of medical insurance management software, he introduced Disease Cybernetics and its practical significance in the development of medical software. Subsequently, the leaders of both sides looked forward to the prospect of the project and were full of confidence in the successful cooperation. 疾病控制论是医疗卫生信息化、智能化发展过程中应运而生的创新认识论。受钱学森教授《工程控制论》启示,陆志方博士在清华大学开展博士后研究期间(2008-2010),与导师刘大成博士合作构建了疾病控制论,在相继出版的著作《完美医疗:医疗卫生的理想与疾病控制论》(清华大学出版社,2010)和《疾病控制论:实证与方法》(人民卫生出版社,2016)中,陆志方博士系统阐述了疾病控制论的建构过程及部分实证案例。
Disease Cybernetics is an innovative epistemology in the process of medical and health information and intelligent development. Inspired by Professor Qian Xuesen"s “Engineering Cybernetics”, Dr. Lu Zhifang, during his postdoctoral research in Tsinghua University (2008-2010), cooperated with his tutor Dr. Liu Dacheng to construct Disease Cybernetics. He published his works “Perfect Health Service System: the ideal of human’s health care & the generality of Disease Cybernetics” (Tsinghua University Press, 2010) and “Disease Cybernetics: Demonstration and Method” (People"s Health Publishing House, 2016) Dr. Lu systematically expounded the construction process of Disease Cybernetics and some empirical cases.
疾病控制论模型包括四个要素:遵循疾病规律、基于系统论、完美医疗目标体系和反馈机制。完美医疗定义为:人人享有基本医疗、医疗服务满足各种层次需求、资源配置合理、医院工作者安定、发病率稳定、民众医疗常识普及、社会健康意识良好等,且各项指标处于最优。完美医疗既是医疗卫生的发展目标,也是处置医疗卫生的条件(如同物理学的“真空”)。十分巧合,在没有任何交流的情况下,国际著名咨询机构毕马威卓越医疗中心主席马克先生(Mark Britnell)于2015年出版了《寻找完美医疗》,两个“完美医疗”定义描述虽然不同,但其理念则不谋而合。
The model of Disease Cybernetics includes four elements: following the law of disease, based on system theory, Perfect Health Service System and feedback mechanism. Principle of Perfect Health Service System is defined as: everyone enjoys basic medical treatment, medical services meet all levels of needs, rational allocation of resources, stable hospital workers, stable incidence rate, universal medical knowledge and good social health consciousness, and all indicators are at the best. Principle of Perfect Health Service System is not only the development goal of medical and health, but also the condition to deal with medical and health (like the "vacuum" of Physics). Coincidentally, without any communication, Mark Britnell, chairman of KPMG Medical Excellence Center, a famous international consulting organization, published "In Search of the Perfect Health System" in 2015. Although the two definitions of "Perfect Health Service System" are different, their concepts do coincide.
