发放了超过600万人民币的奖学金,培训了4万多名一线教师和校长,新建或重建了177所学校……这是由英国政府为甘肃基础教育发展提供支持的若干数据之一。
中英甘肃基础教育项目是英国国际发展部(DFID)的第一个对华教育援助项目。在该项目及其后续项目结束之后,DFID与甘肃省教育厅合作,编印了《变革的十年》一书。全书记录了中英项目在甘肃过去十年间所进行的教育变革。
该书由剑桥教育组织专家团队撰写,书中着重总结了中英项目给甘肃35个项目县所带来的十大变革。比如:改善了项目地区学校的办学条件;提高了少数民族女童、残疾儿童的入学率;提升了当地中小学校长的领导能力并开发实施了全新的督导模式,等等。
DFID东北亚区主任Adrian Davis表示:“英国国际发展部非常荣幸能够参与这些教育变革,并为我们能够为甘肃基础教育的普及做出贡献而感到非常高兴。希望我们和甘肃人民的友谊能够地久天长。”
《变革的十年》用中、英文撰写,在写作的过程中,剑桥教育派人回访了项目实施地区的众多学生、教师、教育局管理人员以及项目专家。被回访者畅谈了因参与实施项目给自己的生活以及甘肃教育管理系统所带来的巨变 —— 这些都被收录在该书中。
在过去10年中,甘肃基础教育发生了巨大的变化。在2009年,全省入学率已经达到99.45%。少数名族女童的毛入学率已经由60% 提高到 79%。更为重要的是,中英项目从设计到实施,整个过程都与甘肃的教育实践相结合、符合甘肃的实际情况,因此提高了项目的可持续性发展。
“项目产生的久远影响是与人很有关系的,因为这个项目只有融化到当地管理者和教育者的行动中,消化为他们自己的东西,才有可能久远,这种成果才比较可靠。”白继忠——甘肃省教育厅厅长表示:“(它)不仅仅是英国的东西,(也)是甘肃的东西,所以它会久远地往下走。”
与该套图书同时出版的是一部反映中英项目给甘肃教育带来巨变的影片:“教育的革新”——十年中英甘肃基础教育合作纪实。

项目从1999年12月开始至2006年6月结束,项目总金额为1440万英镑(约合2亿人民币)。主要在甘肃临夏回族自治州最贫困的四个县实施,包括东乡县、和政县、积石山县、康乐县。项目的主要目标是帮助甘肃省2005年普及初等义务教育,2010年普及九年义务教育。使甘肃省特别是4个项目县更多的男女儿童入学并完成小学和初中阶段的学业,减少教育体制中的不公平现象。
项目从2006年4月开始至2010年3月结束,项目总金额:625万英镑(约合7500万人民币)。主要在甘肃省12个市(州)35个区县(包括一期项目4个县)实施。项目目标是支持甘肃省2010年普及九年义务教育,提高公平教育机会,使更多的少年儿童完成高质量的义务教育。

Ten Years Ten Innovation—Press release
Over six million RMB of scholarship money, more than 40,000 teachers and head teachers trained and 177 schools built or re-built… These are just a few examples of the UK’s support to basic education in Gansu Province, China.
As the UK Department for International Development (DFID) ends its engagement with the Chinese education sector a new book, Ten Years, Ten Innovations, showcases the many achievements and lessons learned over the last decade.
Produced by Cambridge Education, the book focuses on ten innovations introduced through DFID’s project work in 35 counties across the province: from upgrading school buildings and encouraging attendance of girls and disabled children, to improving leadership among head teachers and revolutionising school inspections.
Adrian Davis, Director of DFID North and East Asia comments: “DFID is proud to have been associated with these changes and innovations and is happy to have contributed to the achievement of universal basic education in Gansu. We hope that our friendship with the people of Gansu will last for years to come.”
Published in both English and Mandarin, Ten Years, Ten Innovations brings together the voices of those involved with and affected by the project. Pupils, teachers, education bureau staff and consultants were interviewed about the impact of the project on their lives and the provincial education system.
Over ten years, Gansu has seen very real improvements in its education sector. The Province’s enrolment rate has increased to 99.45% in 2009 and the gross enrolment of minority girls rose from 60% to 79%. More importantly the way that DFID support was moulded to fit the local context, increases its sustainability.
“The project philosophy has been internalised in the minds of local managers and educators”, states Bai Jizhong, Head of the Gansu Provincial Education Department. “This is no longer a British import; it has been made a Gansu product.”

DFID supported two key projects in Gansu over the last ten years.
Gansu Basic Education Project (GBEP), Dec 1999- Jun 2006, £14,400,000, based in four counties: Kangle, Hezheng, Jishishan and Dongxiang. The aim was to achieve universal primary education by 2005 and universal basic education by 2010 in Gansu Province; to have more boys and girls entering and completing the primary and junior middle school cycles; and to reduce inequalities within the education system.
Support to Universal Basic Education (SUBEP), Apr 2006 – Mar 2010, £6,250,000, based in GBEP’s four counties and extending to include 31 new counties. The aim was to support the Government of Gansu to achieve its goals on basic education, by increasing government capacity to implement effective programmes that increase equitable access, school completion and achievement for the most excluded boys and girls.
