A new professional standard for caregivers working in Chinese Children’s

 

 

Welfare Institutes has been approved by the Chinese Ministry of Labor

 

 

According to statistics from the Ministry of Civil Affairs of China, there are around 573,000 orphans in Chinese children’s welfare institutes and a large proportion of them are disabled.

 

 

To provide the required professional care and rehabilitation services to those orphans, around 200,000 caregivers should be recruited and trained. However, until recently, the profession of caregiver in children’s welfare institutes was not officially recognized in China and the current caregivers are therefore not professionally trained and qualified to take care of children with disabilities.

 

 

Under those circumstances, the Ministry of Civil Affairs has collaborated with Handicap International since 2005 to develop a national training process on special care for children with disabilities and in establishing a nationwide certification system for caregivers working in the children’s welfare institutes.

 

 

In February 2007, after more than 2 years of survey and research, the project team has proposed a new professional standard for caregivers to the Ministry of Labor & Social Security. This new professional standard has been officially approved in December 2007.

 

 

The project team is now working on developing appropriate training curriculum and materials based on this new standard and in establishing regional training centers to train and certify all existing and new caregivers.

 

 

The new professional standard is expected to significantly improve the quality of services and care in Chinese children’s welfare institutions and therefore improve the long term conditions and rehabilitation of both disabled and non disabled orphans.

 

 

 

 

 

 

 

 

 

 

Handicap International is a non-governmental organization. Its objective is to contribute to the prevention of disabilities and to support the improvement of the life of disabled people in all related areas (medical, social and economic). 孤残儿童护理员国家职业标准获劳动部批准

 

 

民政部的统计数据显示,中国目前大约有573,000孤儿生活在儿童福利院里,其中大部分身患残疾。大约需要招聘并培训20万名护理员,才能满足为这些孤残儿童提供必要的专业护理和康复服务的要求。然而,目前国家尚未正式开展孤残儿童护理员的职业资格认证,因此对儿童福利院现有护理员的专业培训也就无从谈起,她们也不具备护理残疾儿童的从业资格。

在这种形势下,民政部与国际助残于2005年合作,共同开展孤残儿童护理员特护培训项目,并建立全国儿童福利院孤残儿童护理员培训及考核认证体系。

经过两年多的调查研究后,在2007年2月, 项目小组向劳动和社会保障部提交了福利院孤残儿童护理员国家职业标准, 并于2007年12月得到正式批准。

根据上述职业标准,项目小组目前正开发相应的培训教材,并建立区域孤残儿童护理员培训中心,为现有及将来新进护理人员提供培训。

这一职业标准将有望大幅度提高儿童福利院护理水平,进而达到改善残疾及非残疾孤儿的生活及其康复服务质量这一长远目标。
